Board Plastic Surgeons

I need a laser treatment to remove the scar. My plastic surgeon does not have a laser that I have someone beside his desk. Another person is a physician and is certified by my state board of physicians with no evidence of misconduct or crime in the last 10 years. However, it is not a member of the Board of Plastic Surgery. For laser treatment for scarring, you should go to a doctor who is a member of the American Board of Plastic Surgery, or does not matter if it is certified by the State Board of Physicians?
